The Development Plan
The Development Plan has two parts – national and local – that set out where development or use of land should or should not happen, in the long-term interest of the public.
Scottish Government sets the national land use plan for Scotland.
Each Scottish local authority (which is a local planning authority) produces a plan setting out how land should be used in its local area.
Plan-led system
Scotland planning system is plan-led.
Development plans set out how places will change in the future and guide decision-making during consideration of planning applications.
For our Local Place Plan preparation, we must have regard for the Development Plan for our Local Place Plan area.
National policy and strategy
The planning policy and strategy for Scotland is contained in the National Planning Framework, which sets out spatial principles, regional priorities, national developments, and national planning policy.

Local policy and strategy
The planning policy and strategy for each Local Authority area in Scotland is contained in the Local Development Plan for each Local Authority.
The Strathdearn Community Council area is located mainly within The Highland Council Development Plans area, with a small area also located within the Cairngorms National Park.
The Strathdearn Local Place Plan must have regard to the Local Development Plan for both Authorities.
The Highland Council is the validation authority that will carry out the validation checking and registration for the Strathdearn Local Place Plan.
